To anyone who finds this in the future, I've solved this by exporting from fragMOTION as ms3d, then using Blender's ms3d plugin to import into blender, then I exported from Blender.

I've tried the following processes: Open in fragMOTION, save as ms3d, open ms3d in MilkShape, export as fbx. This worked for 096 but for 049 it only extracts his face.
