Now that I think of it, maybe in some cases, instead of taking up the role of a D-class personnel all the time maybe on some occasions you could be placed in the shoes of the MTF that acquires the SCP, that could be fun. Anyways, that's the rudimentary idea that lies in my head. Tell me what y'all think. Cheers!

What about this:
You start off with everything normal. You walk around to each SCP and do all the routine things. As you go along the important thing to pay attention to at first would be the files you can collect and read. After you've collected a few you start to notice strange things in the files(player will be helped with one hint to double check the files for mysterious events or data if they become stuck, though the first couple should be obvious) and this could also include data that was improperly redacted eg. black out boxes above or below data, partially redacted words etc.. This will have an affect on which SCP(s) are seen later.

As you continue to collect you can start deviating from the "routine". You talk to other personnel about what you've seen, it'll be pre-scripted with no choices at first. At this point strange things can start happening on the site. This can be where the horror aspect can start to come in, while before it was just suspense building. First, things like flickering lights when collecting files and/or observing SCPs, smalls things to build tension. Then subtle environment manipulation and false alarms. I was thinking of having hallways between rooms that sometimes loop once then let you out, containment areas mislabeled when entered then corrected once leaving. Once these things start happening you can choose predetermined conversation choices that also affect which SCP(s) are seen later. After all that the final part of that phase could be obvious space-time manipulations such as when walking into a room where other personnel are seeing them flicker for a frame to look like the SCP they're working around with forced camera turns etc..

After this real breaches can start to happen and it could play like other SCP games but with a twist to add relevancy to the files and conversations had. This is when the files and conversations become important as they will help you beat the game. If the player can not remember conversations they've had with personnel they will only be able to refer to small abstract clues in a personal notebook that can be accessed by a tab menu which will also have all the files that have been collected. Item collection can begin at this stage such as flashlights, batteries, keycards, tools etc.. The final item being SCP-004-7 which you use to escape and beat the game with a "surprise" ending. PM me if you'd like to know the ending as I don't want to spoil it for anyone not working on the game.

There's a reason SCP Containment Breach is free besides Regalis's generosity.
You can't get money off of this. You're literally always using someone else's ideas, and getting stuff off of it. I think you can even get in serious trouble. I'd junk the idea fast. Forget it.

Wrong, legally he is allowed to sell his product as long as he credits the respective sources and licenses the game under the same license as the SCP wiki (which in this case is the Creative Commons Attribution-ShareAlike 3.0 License).

The problem with this however, is that his game must be under the same license, and according to said license, we're allowed to pirate his game legally and redistribute it for money if we so wanted.
