Well, first, you see the 3D Menu background and such from NTF mod, but if you look closer into the options, you will see that there is a button called "Enable Controller".

Oh, so now, you can use 3rd party controllers, like a xbox controller.

Well, yeah (at least I think so). I tested it with a PS4 controller and the Blitz3D joystick commands (yes, they are originally programmed for joysticks) work fine with them. I even have the ability to use every single button on my controller.

What version did you used for the installation (I guess you used SCP:CB 1.3.0 or higher).
You need SCP:CB version 1.2.2,1.2.3 or 1.2.4 for the current version (0.1.0/0.1.1).
