Upon attempting to launch the mod, I get this error popup:

Did I install the mod correctly?

NOTE: Version that the mod is attempting to run off of is a clean install of 1.3.7, no updates even though it has the patch file thing... was from update server bug

You need to install SCP:CB version 1.2.2, 1.2.3 or 1.2.4.

Can I just get the DLL files it wants and put it in the 1.3.7 directory?
