When I was trying to translate scp:cb, I had some problems.
I modified the English text in main.bb, but this seems to support only ASCII encoding. How do I add Chinese support (or use UTF-8 encoding)?
How do I compile it when I change it?
I also modified the text of the startup interface, but garbled, how should I fix it?

You'd have to modify Blitz3D very heavily before even thinking of translating to any of the CJK languages. (Chinese, Japanese, Korean)
If you yourself cannot modify the engine, you might have to search around for someone who can.
