106 Containment Fix

Since everyone feels the need to make new threads asking about why 106's containment isn't working as it should, I made a quick modification to the logic of the room106 event.
The timer is now based on the transmitter and the femur breaker.
The magnets have to be off until he starts spawning in the room. If you leave them on, he will come straight for you.
Magnets are checked to be on at the same time they were before, when the monitor loses the feed.
