I tried it with launcher set to true and false just to make sure. Still, nothing.

That's actually what I tried first. It had the same bug, so I figured I must as well play the original to understand the backstory, but this also has the same bug. In fact, it seems every version of the game has the same problem.

I really wonder why we have this problem... I want to play the game seriously... The SCP universe is just great!

It looks like you can't run anything made with B3D.

Yes, it does the same thing...

The only thing I can think of at this point is to update your graphics drivers and direct x. Either that or you'll have to wait for a port to c++ or a language that doesn't require obtuse run-time requirements.
