#23Confirmed bug, on 'all' boats. When putting a fuel rod in with a double click for the first time, it doesn't register as being fueled. Hence you can't force the fission rate above 0%. Try doing that to an empty reactor and you'll notice it does the exact same thing.
I bet this bug hasn't shown up often because A) People drag and drop, and B) Most boats start with a fuel rod already installed, sometimes with the reactor already activated. This includes the vanilla subs.
