You will want to also factor in firewalls, and possibly even anti viruses.

in extremely rare cases the modem (If you have one) can also have some defenses of its own.

Don't know if the game is TCP/UDP but if you still cannot host while adding that rule to your router then I'm not sure as to why other than the above.

One thing I find odd (That I noticed) however is there is no specified local IP in what your using to forward that I can see - if that's unblocking the ports on a firewall you need to forward for the router via a browser.
Edit: Never mind I just realized you specifically stated router.

I already allowed rules in my firewall to allow the program. - However I noticed in my firewall I can allow a rule for specific ports instead of specific programs so I will try redoing my rules for it as so.

From what I've read it is UDP
