I was wondering how to submit crash reports. servercrashreport.txt tells me to send it to the developers on the forums. Am I supposed to open an issue on the github?

Yes, you're now supposed to use the issue tracker. We redirected the subforum to it since it's a lot easier for us to make sure we're tackling bug reports that way.
