Just a heads up dude, EMP damage is what Teleglitches do and using that will probably fuel it's electronic addiction. You are probably better off using a sonar blaster with a fulgurium battery

Yes, but from what i see in crafting recipes the only way to get fulgrium battery cell is to get it from editor or console commands as it's crafting recipe needs any condition fulgrium battery cell and sulphuric acid. There must be already existing fulgrium battery cell and it can be replenished by using sulphuric acid.

I don't want to create a submarine, where after losing an equipment not purchasable from anywhere except of editor's level console or console commands it's over for it.

Edit: I have tested with regular battery and it works.
