Sorry bout that, I was wrong once again :P , anyways, I think if monorails were added, mrpeanut's idea would be the easiest to impliment.

Well, when you think about it you see how much more realistic it is. HCZ requires level 3 access, and EZ requires level 5 access as to make it more difficult for Class-Ds to escape.

I am going to go with what That Same Anon and nightscout01 suggested. Maybe there should be an OVERRIDE sign above the keycard scanner? It wouldn't take much time to put in the game and would solve that plot hole.
