Can or When Closed Captions (Subtitles) Will be featured to the game?

A Voice Only Subtitle would work. not with all audio file. just Voice Only like Radio Talk, Intro Scene. etc

A Voice Only Subtitle would work. not with all audio file. just Voice Only like Radio Talk, Intro Scene. etc
Well MTF and 049 are also able to talk.
