It shouldn't be "Normal". If the guy told us what his PC is like, (Windows 8.1? I don't know.), then I can't help.

2. Run it with Windows Vista(?) Service Pack 3 (Or XP)
3. Enable Bumpmapping, or disable it.

#6This often happens when you start a new game with a special seed like "DONTBLINK" or "SCP-I73". Odd seeds like that, just change them to something random like "jnirnfndewieturj". It happens to me all the time. Even if the seed doesn't look suspicious, I just change it anyway to be sure.

*Facepalm* RIGHT CLICK ON THE PROGRAM. CLICK PROPERTIES. CLICK COMPATIBILITY. CLICK ENABLE COMPATIBILITY SETTINGS. CLICK WINDOWS XP SERVICE PACK 3.
Go to Options in game, disable/enable bump mapping.
