I've been getting the same issue. This one happened when I teleported to Gate A. Framerate died and all of the walls where flickering. I could see through them when they flickered. I loaded up in the intro sequence and the walls were flickering black and white. I'm assuming that I was seeing the void beyond the walls. I teleported from the intro room to Gate A as soon as SCP 173 left the office below the walkway. The flickers and low frame-rate happened as soon as I got to Gate A.

EDIT: This happened again in the intro room after trying to CTRL out of the window. I used CTRL, ALT, Delete to exit the window and leave it running. Upon reinterring the window, the floor was flickering black. Lights where showing up in weird places, and the frame rate died.

EDIT: I can now confirm that exiting and reinterring the game window will cause the "flickering walls" bug. Sometimes exiting and entering the window again will fix the problem.

That bug seems to be similar to a recent bug that is though to be a memory allocation problem that the developers are currently trying to fix. A temporary solution that might work and that you can read up on is available here.
