[1.3.7] "FATAL ERROR: Your computer does not support the rendering of 3D graphics within a window."

There are other posts of the same problem, but none of them give a solution. I hope this thread will be of more use considering I give a detailed description. Here's the run down:

~~~Problem~~~
When I first downloaded and started the game nothing happened. I clicked run and nothing would pop up. After searching for answers, I eventually found the culprit (I just had to update my drivers) and fixed it, but now I face a new problem. Every time I start up the game it says this:

I originally thought that it had to do with DirectX, but after further research and tests I now think it's because of Blitz3D. In case I am wrong and it does involve DirectX I'll leave the log of the DirectX.log file when I tried to update DirectX and it came up with an error.
I have updated my drivers and I have re-downloaded it many times with and without the patch.

~~~DirectX Errors~~~
As previously stated, I thought the problem had to do with DirectX and the error that came up. What I'm getting from it is that it's not finding some files in the System32 folder, but I couldn't find the directx folder, let alone the files inside it. Here's what the file says:

It will take a time to make it work. Maybe we will do it for next big update
