Bug with Handcuffs

There is this bug where 2 people can take off there handcuffs. If 2 people are handcuffed in a room than can press "E" to grab one another and take each others handcuffs off. Its kinda a simple but frustrating bug to deal with as Ive had prisoners do that and cause havoc. Has anyone else experienced or seen this bug?
