What are Forum Helpers, who manages them and what do they do?

What do you mean? Who did you see that was a "Forum Helper"?
If you mean what I think you mean, Usergroups sort the regular users from Admins and Mods.

Forum Helpers is one of the Usergroups that you can join in your settings.

Oh right. To be honest I've never used that feature as I had literally no idea until you mentioned it.
