I actually don't know how good the programs you use are. I have experience with Maya and a little bit of Blender, and Maya is supposed to be the best that there is, (or so I am told).
Personally, I think that unless a way to protect yourself from 689 is found then I believe that it should only be added to the game as a cameo, like 682. It probably should only show up on the loading screens.
There already is a mod that adds 650 to the game. You should take a look at that. The model itself is pretty good although the way that it behaves and effects the players needs work.

You could have multiple tentacles on the same bone. I have some experience with animation although it was in a different program and that is how I would do it.
