Try doing a fresh install with just the base game on default settings and seeing if that works before trying to run any mods.

SCP 008 can be cured with SCP 500, dont know if anything can fix 427 though.

if u use 427 for too long it turns u into the blob monster, and it makes u look like your always crouching since u dont have legs anymore. that is most likely what happened.

I know some map seeds spawn him more often, try using a different one.

I believe Teslas can have their event turned off by default in some maps as part of the random generation. saw it happen in one of the first maps i ever played.
