Well, most of the popular SCPs are the ones that are scary. So people think that if an SCP is scary, it will turn out more popular than if it wasn't. The fact that they have many unanswered stuff about them makes them even scarier, SCP-087 for example. We know so little about it, and it still one of the scariest ones.

They don't have to be scary nor mysterious, they are just much more fun if they are.
