Wow, this SCP ...
For Engine,
- Unreal Engine 3 (UDK) ( Unreal Script )
- Unity ( JavaScript )
- Ogre3d or Irrlicht ( C++ )
- (not a 3d Engine) OpenGL ( C ++)
- Source Engine ( Hl2 mod ) ( C++ )
For your game, a physics Engine required !
But, the Gameplay is where ?

Oh, the theme park of death as i call it.
True, it does have potential to be a scary nightmare-ish game if made into one.

I would love to help in this...
It could be like your a regular guest walking through the park.. On this specific day. And your challenges are going on the rides and surviving, it would be fun.
