Are you encoding the file with UTF-8? It's probably the best Unicode encoding for your case.

Edit: Just tested. Blitz3D can't read Asian characters correctly unless you use a library like FastText :|

Any language that needs to be encoded differently to the standard Windows-1252 will not work properly. Even if you're using an Asian locale computer.

So basically, that means Japanese, Chinese, Thai, Telugu, Russian, Hindi, Arabic, Yiddish, and many more will mess up the same way Korean messed up for me :(
I see. Though I can speak English but I'm totally noob to game translation, I also tried to change the language file into UTF8 but still no good luck. But if I compile that language mod with UTF8 code will it display Asian characters correctly?
Blitz3D, the game engine, does not support such characters natively. I've been testing with a few different fonts with support for these characters, and the FastText userlib, but so far, I've had no success :?

Why don't you pre-render the text?
In the game code it lists the font and where it is going to be placed, you could make it so that instead of drawing text, it shows a frame of the pre-rendered text.
