Well... two things I remember:

SCP-096 visibly takes damage but it doesn't seem to affect him.
SCP-106 doesn't seem to take any damage but hates bright lights.

So unless SCP-096 is in Hawaii or California I think this might be a draw.
Imagine 106 pulling 096 into his little pocket dimenion. You might be able to keep both SCPs busy for ages

But really... 106 vs 096 is just... well... both can take an unknown amount of damage.
For an SCP to know wether it could win or lose against another SCP would be to know the means for them to be killed.
And I don't think there are that many SCP-Wiki entries stating that.
