How was 895's live feed made?

I may be mistaken but around the time of SCP-017 before it's unpredicted downfall in modding, I read something about a Google tool but it's been a while and I plan to use a similar feed method in the future.

SCP-895's camera feed was made with Javascript, so the Timer kept going at the bottom right of the image, and the pictures were randomized. Besides, if it wasn't made with Javascript, it wouldn't look that good.
