I'd do some simple descriptions that a Class D with average intelligence would do on items.

9v Battery: ''A small battery used to power electronics. Might be useful''
18v Battery: ''A bigger battery. Most stuff i've seen here use 9v so this isn't very useful to keep around.''
Keycard 1 to 3: ''Seems to be a low level security card for this place.''
Keycard 4 to 5: ''High security level cards for this place, it will come in handy i guess.''
Keycard Omni: ''The text has become blurry and i can't read anything on the card.''
Master Card: ''Why would i need money in a situation like this?''
Playing Cards: ''I guess i could play Solitaire with these?...''
Gasmask: ''A mask to avoid breathing dangerous gasses, i should keep it around.''
Infinite-sprint Gasmask: ''The mask has become light and breezy, and very elastic, too.''
S-NAV 300: ''A small portatile screen that can show me the way around this place. It isn't working quite right...''
S-NAV 310: ''It has been upgraded and now it's showing all of the facility, good.''
S-NAV Ultimate: ''There's something weird about this now. It's showing me the location of these freaks.''
Document: ''A sheet of paper with stuff on it. Might be useful giving it a quick read.''
Radio: ''A small portatile radio, it has 5 channels with different stuff on them.''
Anomalous Radio: ''I can't do anything on it!''
SCP-420-J: ''A joint of weed? They keep those around?''
Smelly Joint: ''Ugh, it gives off a very strong odor.''
Cigarrete: ''A common cigarrete, smoking, here? Maybe, maybe.''
SCP-714: ''Seems to be some kind of ring?''
ReVision Eyedrops: ''This could help me to avoid blinking when i find that stone thing.''
Eyedrops: ''Something changed about them.''
Healthkit: ''Let's hope i don't have to use this.''
Small Healthkit: ''Well, that wasn't worth it.''
Blue Healthkit: ''Oh, it's now blue, how useful.''
Strange Bottle: ''The liquid inside is constantly changing colours.''
Ballistic Vest: ''This might help if i ever need to use it, it's kind of heavy.
Heavy Vest: ''While it seems to be stronger...I'm not feeling comfortable using it.''
Bulky Vest: ''God this weights a lot!''
Origami: ''Yeah sure, it's pretty, whatever.''

It doesn't need to be something explaining the use, after all you're a Class D, you're not gonna know much about this stuff and probably are just going to give a opinion.

And we don't need a complicated inventory menu either, with simply having some small text with the examining text appear on the lower right corner of the screen as you pass your mouse over the items it should be enough.

More of an aesthetic choice than practical, if you are going to argue that something is pointless then you may as well get rid of all the graphics and sounds and reduce the game to wireframe since all those pretty textures are pointless.

While I do like the idea, I really think that kind of inventory screen would fit an MTF operative more so than a Class-D. If anything I would show the item being stuffed down his pockets or a recovered backpack.
