No, because he can only move when you are not seeing him. Which means that he will be still with the SCRAMBLE gear because you are still looking at him.
If SCP-096 was a more prevalent SCP in game I would support this idea as an end game item, but as it stands he only makes one or two appearances in game and is relatively easy to avoid if you know what you are doing.
The MTF already comment on equipping SCRAMBLE gear when they encounter SCP-096 however.
