This would mean that if it's 12:03 AM for Regalis, then it would be 3:03 PM for the EDT Timezone, 2:03 PM for the CDT Timezone, 1:03 PM for the MDT Timezone, and so on and so forth. This means America gets the update PREEEEEETTY fukin early dood.

So does that mean that Europeans(like me) get the really super dooper extremely gorgeously awesome 1.0 update just after midnight?

How do we even know Regalis is a real person? It could be a collective of entities all working together to produce this game.
