I've noticed a complete decline in forum activity and news regarding SCP:CB. Is all of this dead?

These things happen. Although i'm sure i've seen lower activity before, it usually spikes up with updates but CB's kinda 'done' i guess so no more important updates for the time being as far as i know from Regalis. It's a thing for waiting for Subsurface i suppose, you can't expect a forum to run forever.

Regalis posts periodically on the undertow games blog about his progress with Subsurface, so check that out. I've seen the game talked about in 4chan's /v/ board too a few times so yeah.
