Wait.. so 173 turned on the door control in the electrical room?

If so, 173 just runs around pressing any switch he can find which doesn't require items, so he could use those switches

I think 173 automatically interacts with any objects he's near that he can reach. If he's idling in the offices that are locked with keypads, he can open them, so he can probably pull switches too.
