It's possible, though difficult, because of the fact that you need a level 5 key card on fine or any card on very fine, and luck. A lot of luck, because of how low of a chance the omni card will be "refined" from a key card.

i usually have many achievements and you are talking about 1.3.6 right?
can my 5 lvl card turn to a lower lvl if i put it on fine or very fine?

No. It will turn into omni
