Omni Key Card

This has probably been asked before, but I can't find anything on it. Is the Omni Key Card still obtainable? I've tried for ever on very fine with SCP 914 with a level 5 key card (I cheated many in) for quite a while, and I never got an Omni Key Card. So how exactly rare is it to get the Omni Key Card with SCP 914, assuming it's still obtainable?

As far as i know, when more achievements you get, the better the chances to get one when putting an card on Very Fine. Or you can put an Level 5 on Fine as well to get one (3 in 5 chances to get one i guess...)

I'll try getting more achievements, thanks for the idea.
