If you already have SCP CB with older version then you can update it with updater.
Or Download it from here:

When i download the patch, do i just launch SCP and the patch will be applied to it?

If you are doing it manually then you need to unarchive the zip file with patch in game's folder with accepting changes.
If you are doing this with updater then you just need to run old version of CB (if you have 1.3.3-1.3.8 ), press Update, wait until it will close the window and then run NEW exe (it should have 1.3.9 in a name)
If you are not able to do anything above then you can just download the game with already new version. You will need to just unarchive it.
