IMO the problem with 096 roaming is there would be far too many roaming enemies. I think 096 should have designated places to which he moves to though, although you won't encounter him roaming, instead he'll just show up as an obstacle in different places. This increases his involvement and adds an unnerving paranoia factor to the game, also ramps up the difficulty slightly although we really don't need too much more difficulty in this game.

Actually, if you know that he can roam anywhere, paranoia would be greater.
96 isn't that difficulty, if you know that he is in the next room, you can easily pass him.

Meh, 096 being a free-roaming enemy seems more annoying than frightening. Imo, this is how I'd see encountering him.

nononon! I wasn't saying he should be free roam, I was suggesting the noise level if he were to spawn (and be stationary) in a different room other then the one he has.

I personally think 096 should be free roam on the condition that his noises be heard from a great distance away.

From what I gathered, one of the main reasons 096 was added in was because of how it would work with the blink mechanics... the whole "do I squeeze my eyes shut as I approach where 096 seems to be and risk 173 getting me? or do I take the chance of seeing 096's face while keeping 173 at bay.? thing. Right now, 096 just seems kind of pointless, a lot of people just avoid it and don't trigger him if they don't know about how to.

I think that 096 should just spawn in regular lockrooms, just not as frequently as 173 because 096 can't travel in vents. For his moving, maybe a person saw his face and he moved to a lockroom to kill him? Maybe a dead body next to 096?
