I was thinking, instead of making an absolutely useless item to the game, we could use these to throw at MTF's to distract them briefly, since the idea of distracting them is already up.

Well Maybe not playing cards. But i would look forward to the idea of distracting a enemy with a MasterCard. "A Bank You Can Trust"

I'm not sure a MasterCard would be enough for distracting the MTFs, they would probably focus on containing the escaped SCPs, and killing "dangerous" Class D personnel.
