No it doesn't. It allows you to see better because the light goes trough the fog, but it doesn't

Fog is basically water vapor on the ground, right? The open flame of a lantern will evaporate that water vapor, thereby dissipating the fog.

1. A flashlight lights an area so you can see it. It doesn't dissipate fog.
If it does that, won't the lighting be really "wonky" like the one used in Half Life 1/Original?

A flashlight is easy to implant.
