Blitz3D can handle it. When you exit the PD you get a kinda motion blur/frame blend thingy. It's possible to make things rainbow, and the stumbling is easy.

D-9314 can handle dat shit maaayn.

The only thing I don't agree with is TheVolgun saying the line. D-9341 is supposed to be YOU, the player. It would be kinda awkward for a girl playing to hear a male voice. That's why I'm kinda weird about SCP-012...

But everything else is great! As long as Regalis can modify the textures/make an overlay, that would be great!
