Yep, exactly that. We don't want to overwhelm new players (and old ones) with ten different things happening in the same room. If things happen at seemingly random intervals the feeling of the game being more open is increased.

Which will make replay value worth it. Games like Outlast are basically a one play experience.

About the suggestion itself. I'm not sure I understand correctly. You are trapped with other people and then 106 appears, and then you run? Seems kinda pointless for a triggered scene.
So, the suggestions that are in the "Other suggestions" spoiler, what are they? Well, I can see that they are not SCPs.

Ok. Well what about the same thing without any Class-Ds? Would it be better?
