Having 096 somewhat roam the facility could work very well but only if the movement of 173 was slowed a little.
Since 0.6 SCP-173 has become so bloody attached to me that I find it near impossible to evade him for more than 2 minutes.
Adding the additional danger of running randomly into 096 is a little too much. And if you re-release 106 he's really REALLY REALLY persistent as well.
You'd end up with one hell of a SCP-Gangbang.

Perhaps add scramble gear (Faulty) Near the start and you can put it through 914 on fine or very fine (Very fine indeed) to make working ones? So you are always prepared.
Also make him only spawn in rooms past 914.

I heard somewhere that fine/very fine makes the item anomalous, makes sense counting the omni card, the ultimate navigator, and the VF mask.

Didn't the old forums suggest SCP-096 would walk around and have his face covered by his hands and you would have like 5 seconds to look away before he opens up and rips up your jimmies.

You could always make the sound that plays when you find him louder, or make the range of which it plays larger...

Meh, 096 being a free-roaming enemy seems more annoying than frightening. Imo, this is how I'd see encountering him.

Omni, that is EXACTLY what I meant

You might be a little unnerved at first knowing that 096 is roaming around the facility SOMEWHERE,
but eventually you'd get really annoyed that every step into a new room could potentially ruin your game.
Imagine playing on Keter. Yeah.... I can't even ....
