SCP-914 bug?

Is this a bug? SCP-049 would spawn in the middle of 914's containment chamber while I'm in there. He spawns even when that center of the room is in the player's line of sight.
SCP-049 was programmed to spawn in any large room in the game. I think he teleports somewhere near you every time you go too far from from him for that when I always reached the same room on my save file I wanted to go into and I always restarted after SCP-049 spawned nearby. He kept spawning there. He stopped once I went somewhere else, he spawned there and I went back and I haven't met him in there anymore.
The only real bug in here in my opinion is the fact it can spawn in player's sight not blocked by the walls.
