The subject says it all; (This is probably the wrong place to post it)
SCP: Containment Breach appears to run at a low framerate, an average of 22 FPS at all times (Even on the main menu) for me on my new computer.
My system specs:
AMD Radeon R7 240 graphics card
Intel Core i5 CPU with 3.10 GHZ
Windows 8.1
I have SCP:CB running in fullscreen at 1920x1080.

#3Windows XP Service Pack 3 Compatibility? I'm using an HP Pavillion laptop with Windows 7 and low-end specs (1.8 ghz dual core AMD) and it works fine enough for me.

#4Try running it in windowed mode at 1360x768 just to test, check the fps.
If you have your GPU on some sort of predefined configuration then disable that.
