The subject says it all; (This is probably the wrong place to post it)

SCP: Containment Breach appears to run at a low framerate, an average of 22 FPS at all times (Even on the main menu) for me on my new computer.

My system specs:
AMD Radeon R7 240 graphics card
Intel Core i5 CPU with 3.10 GHZ
Windows 8.1

I have SCP:CB running in fullscreen at 1920x1080.

Windows XP Service Pack 3 Compatibility? I'm using an HP Pavillion laptop with Windows 7 and low-end specs (1.8 ghz dual core AMD) and it works fine enough for me.

Try running it in windowed mode at 1360x768 just to test, check the fps.

If you have your GPU on some sort of predefined configuration then disable that.
