I rewrote some code so MTFs can now react to 173 like they should:

They are now capable of hearing 173 scraping on the floor too. Up to 2 MTFs will look at 173 at a time, ignoring the player completely.
This executable includes Hakkla's sanity check for 939 and the replacement for FE_PROJECT.
