It is in fact, a bug, as SCP-966 is not supposed to be able to appear in the Light Containment Zone.

Well, not really, they use a command called "TeleportCloser" to navigate throughout the map (if player is far away enough from them) and they also do it on a 1/900 chance (which will be updated every frame). But yeah, at some aspects it looks weird on how the creatures are able to travel from this point to another so fast that the player didn't encountered them during his way.
