Hey again, could anyone help me with this?(I'm not sure if this is a bug)

when I enter 049's containment room, flick the switches, and run to the elevator, 049 is in there. No matter which elevator I go in, 049 is either inside, or the elevator just takes me to the other elevator in his chamber. How do I get out of the chamber?
