Yes, but only in your user.You can uninstall it wherever you want (I've writen the instructions on the noteblock I've added)(Ops! TrialTrex! I forgot the noteblock on the secure one. Okay I'm going to post it here:

FIRST TIME (Installation)(If you change SCPScreenBlocker Directory you must repeat it):
1. READ BEFORE DOING ANYTHING
2. Run "SCPScreenBlocker"
3. Type the ID (Default: 123)
4. Reboot your computer (!!!VERY IMPORTANT!!!)
CHANGING ID:
1. Open "SCPScreenBlocker.exe"
2. Press Alt+P
3. "Change" button won't be enabled until "ID" it's correct and "New ID" and "Repeat New ID" are exactly the same.
4. Press "Change" button
UNINSTALLING:
1. Press (windows symbol) + R
2. Type: regedit
3. Go to--> HKEY_LOCAL_MACHINE / SOFTWARE / Microsoft / Windows / Current Version / Run
4. Delete "SCPScreenBlocker"
This is just a Logon Screen. Basically protects your computer like a Logon Screen, but it's a program, so I had to block whatever makes that program close (altf4, rebooting computer, alt+tab, wind+tab, windbutton, taskmanager). There's a lot of people that makes one, you can search it on youtube if you want. There are a lot of tutorials and diferent lockers.
You can change the password whenever you want (by pressing alt+p)
