I've decided to move out of America first chance I get. I know that won't help if SOPA is passed, but whether it is or not, I don't want morons running the country I live in.

I don't believe it can. Our country doesn't really have jurisdiction over others ISPs and laws in one country can't pass into another without some form of agreement as far as I know.

That said, other countries might follow suit if this is going to become the new norm.
