So there's this robotic effect that I would like to create (Found in this video), but after using google and trying on my own, I have not found the way to produce such an effect. :(

Help would be greatly appreciated!

(I'm mainly using Audacity, but if there's another program I could use, just mention it)

Just sounds like any Standard Vocoder to me.

One that is most likely assigned to a MIDI Keyboard which give it that " Sing Song " feeling to it rather than a simple Robotic Tone.
