You can open these files with fragMOTION,Blender (as a few examples). "X" files are pretty common and most modelling programs are able to open them.

Wait, what do you mean by that?
Like being random generated when opening it using a modelling program?
If this is what you mean then the answer is: No. It just opens one specific room. The rooms will be random generated by the game's code while the modelling program only opens one of these rooms at a time (and it depends what model file you opened the program with).

Yes, the game uses the different room model files and generates them in a random pattern.
