The new Unreal Engine is amazing, I've been using it recently and created my first level. It's entirely free even if you make commercial games, but after some amount of income per year they do take royalty fees. Scripting is either done in C++ or in their blueprint system, both are extensive and work great to my experience, although I have not delved deep into either (learning C++ from a book still). As for level creation, like Unity it's mostly based outside of the engine.
